How to set tempo in scatter instrument?

I want a sound to spawn with a specific bpm. I want to use the scatter instrument.
When I switch from “time” to “Tempo”, I don’t get an option to set the tempo anywhere. Only bars and notes.
How can I control the actual BPM?

I needed to add a tempo marker on the time line and that will dictate the tempo
