ERR_OUTPUT_INIT on Windows Server build machine

FMOD 2.0.21
Building for standalone IL2CPP platform on a Windows Server build machine (docker image for CI).

Error: FMOD Studio: Encountered Error: ERR_OUTPUT_INIT Error initializing output device.

Tried setting OUTPUTTYPE.NOSOUND for the system. Also tried setting that directly in the FMOD platform settings.

Can’t start the Windows Audio Service on these types of configurations.

Is there a solution?

PS: Out of curiosity, why does the build flow care about the build machine’s audio output?
